PURPOSE

To ensure programmes in Azerbaijan, OPT and Tanzania address the problems of women's livelihoods, both as smallholders, traders and waged workers. Particular focus is required on improving the livelihoods of women waged workers in Azerbaijan and Tanzania, by embedding discrete waged worker components into the smallholder programme. In OPT, focus is on improving women producers' economic leadership through enterprise development around key agriculture commodities like olive oil, fresh produce and processed traditional Palestinian cuisine.

Oxfam and Unilever are committed to designing new smallholder business models to enable smallholders to gain more power, face fewer risks and receive more benefits. The aim is also to generate increased and better employment through seasonal agricultural work, which will primarily employ women. This consultancy aims to identify what interventions can be applied to improve the conditions of this employment and ensure women smallholders gain the benefits of the development of the Horticulture and Olive oil sectors.

The design of overall Livelihoods strategy around olive oil, fresh produce and processed food products in OPT and the business model/VC in the Unilever-smallholder programme in AZB and TZ is an opportunity to integrate the strategic interests and needs of workers who are usually invisible: the women who will be employed in temporary, seasonal jobs for smallholders and processors in the relevant supply chains.
