INFORMATION TECHNOLOGY (IT) FELLOWSHIP
TERMS OF REFERENCE
The Malawi Ministry of Health (MOH) is pleased to announce an Information Technology (IT) Fellowship position to be based in Lilongwe under the MOH. The HIV Fellowship Programme is a collaboration between the Malawi Ministry of Health (MOH), the United States Centers for Disease Control and Prevention (CDC), and the International Training and Education Center on HIV (I-TECH). Funding for these positions is made possible by the United States President?s Emergency Plan for AIDS Relief (PEPFAR). The aim of this Fellowship is to build capacity for improved communication and health data management of the MOH. The ideal candidate will be a talented IT specialist (open only to qualified Malawi Nationals) who is dedicated to improving information technology and electronic connectivity systems in Malawi.
PRIMARY RESPONSIBILITIES:
SYSTEMS SUPPORT (50%)?The Fellow will?
? Support the overall design, installation, configuration, and maintenance of the Local Area Network (LAN) and Wide Area Network (WAN) systems at MOH.
? Assist with diagnosing and applying corrective measures to the systems and support a variety of hardware and software.
? Provide connectivity to tele-workers, create databases, and assist with programming using simple open source software.
? Provide support for the establishment of a data repository that will retrieve/receive and collate routine point-of-care data from participating field sites.
? Facilitate the development and implementation of policies, procedures and standards that will govern electronic data processing and systems operation.
? Assist with training other staff on securing and maintaining databases and possibly assist with the establishment of V-SAT capability.
EQUIPMENT ANALYSIS (30%) ?The Fellow will...
? Assist with overseeing daily hardware and software needs and advise on equipment acquisition and future direction for program computers and telecommunication systems.
? Communicate with external partners on computer programming development and latest hardware/software issues.
? Ensure that the integrity of all hardware and software integrity is maintained, as well as ensuring computer system integrity by assisting with the design of backup and virus protection procedures.
? Ensure that computer hardware systems and peripheral equipment operate according to international and MoH computer security policies, standards and guidelines.
TECHNICAL ASSISTANCE/LEADERSHIP (20%) ?The Fellow will...
? Provide technical assistance to collaborating partners with the installation and maintenance of their computer/ telecommunication systems
? Serve as the primary point-of-contact for network systems implementation and support questions from project sites managed by CMED. The Fellow will provide technical assistance and direct support in communications technology, including e-mail administration and Internet connectivity and use for partners as needed.
REQUIRED QUALIFICATIONS, SKILLS, AND ABILITIES:
? Open only to Malawi Nationals.
? At least a bachelor?s degree in computer science, information systems management or an equivalent field, AND a minimum of three years of experience of a technical or administrative nature where emphasis is placed on operation, management and utilization of computer systems.
? Excellent IT technical skills to trouble-shoot, diagnose and resolve hardware and software problems.
? Sufficient technical knowledge to develop plans, system architectures and technology implementations.
? Ability to explain complex computer concepts, exercise independent decision-making, and work well within a team setting.
? Excellent interpersonal skills to maintain open communication when settling contracts and resolving systems issues and limitations.
? Familiarity with project-related software programmes, such as MS Access, Excel, Epi Info, SPSS, SAS, etc. is desired.
? Fluency in English is required.
CONTRACT DURATION: Based on a 2-year contract, and annually renewable at the end of one year (up to a maximum of three years).
