GENEVA — Swiss AIDS experts said Thursday that some people with HIV who meet strict conditions and are under treatment can safely have unprotected sex with non-infected partners.
The proposal astonished AIDS researchers in Europe and North America who have long argued that safe sex with a condom is the single most effective way of preventing the spread of the disease — apart from abstinence.

NEW DELHI: As the government continues deliberations with NGOs over the HIV/AIDS bill, the legislation aimed at preventing discrimination of those infected with the dreaded disease at workplace, education and healthcare sectors, has been delayed.
"The HIV/AIDS bill has been delayed because we are still carrying out discussions with more NGOs on the issue," Union Health Minister Anbumani Ramadoss said.
The minister had earlier announced that the bill will be introduced in the Budget session of the Parliament.

75% Travel Concession at the cost of Forceful Public Disclosure in Rajasthan

You may aware that people living with HIV in Rajasthan are getting 75% travel concession in state transport buses for the cause of treatment.
A committee of three Govt. representative medical officers at district level is issuing a photo identity card that to be produced to any state transport bus conductor to claim the concession, where it is clearly mentioned that the holder
of the card is "HIV POSITIVE" along with actual Name, Father's Name and Address.

Politicians may be called back from their winter break after the federal government announced plans for nprecedented action to stamp out child abuse in indigenous communities.
Alcohol and pornography will be banned in indigenous communities in the Northern Territory as part of a plan of federal intervention aimed at stamping out widespread child abuse.
In the wake of a damning report on abuse of indigenous youngsters in the region, Prime Minister John Howard announced his intention to override territory laws to deal with the crisis.
USA: Advocacy groups launch new California HIV testing campaign
California officials are partnering with several AIDS advocacy groups to launch a new statewide HIV testing campaign, Test for Life California. The California Medical Association, the San Francisco AIDS Foundation, and the Health Officers Association of California are sponsoring the initiative.
The campaign begins June 26 in preparation of National HIV Testing Day.
USA: AIDS organization denounces New York State bill for forced HIV testing
The Gay Men's Health Crisis has released a statement criticizing the New York State legislature for passing a bill mandating HIV testing for indicted rapists.
The organization believes that the tests may provide misleading information that could encourage survivors of sexual assault to delay,discontinue, or not start HIV post-exposure prophylaxis (PEP) treatment. Several respected medical bodies, including the Centers for Disease Control and the World Health Organization, recommend that PEP treatment be given immediately unless it is known that the assailant is HIV-negative.
