Introduction

The India HIV/AIDS Alliance is a respected and widely recognised, not-for-profit
organisation, working in the field of HIV/AIDS, with a regional unit in
Hyderabad and a National Secretariat in Delhi. As part of the International
HIV/AIDS Alliance, which supports community-led programmes in over 25 countries
worldwide, Alliance India currently works with over 100 NGO partners across 6
states, with a large presence in Andhra Pradesh.

The Alliance envisions a world in which people do not die of AIDS. In such a
world, communities have brought HIV/AIDS under control and all people,
regardless of their gender, religion, class, caste, race, ethnicity or sexual
orientation, have access to easy, affordable and appropriate prevention, care
and support and treatment services, backed up by an unbiased system of justice.

The organization seeks to recruit Director Technical Support, who will be
responsible to provide strategic oversight & management for the functioning of
M&E and Knowledge Management departments, and for the Technical Support Hub in
India - to ensure that it meets the needs of the India HIV/AIDS Alliance
Secretariat Office (AI-SEC), along with Linking Organizations and Country
Offices of the Asia Region.

Key Roles and Responsibilities

Director Technical Support will be responsible for the oversight and management
of technical support functions (M&E & Knowledge Management) as well as
sustainability of the Alliance’s Technical Support Hub in India.

S/he will work with the Country Offices and Linking Organizations of the
Alliance in the region (together with the Senior Management Team at AI-SEC,
Alliance India Linking Organizations, Field Programmes Department and Manager
Technical Support Hubs at the International Secretariat) to develop the Capacity
Building Plan for the region to be addressed by the India Technical Support Hub.

S/he will be responsible for ensuring that the right consultants are recruited
and briefed to address demand for technical assistance in India and the South
East Asia region. S/he will need to ensure that quality control mechanisms
function as part of Alliance Technical Support.

The incumbent will work closely with the Senior Management Team of the India
Secretariat to ensure balanced and effective integration of technical support
activities into strategic programme and operational plans of the India HIV/AIDS
Alliance.

S/he will be responsible to ensure the sharing and use of programme knowledge,
best practices and strategic information – to all internal as well as external
stakeholders. S/he will be responsible for developing appropriate
mediums/channels of communication, for the dissemination of knowledge & best
practices to all constituents.

S/he will be the lead on the identification of areas of relevant research for
Alliance India and actively manage the dissemination of these findings and
documentation and ensure appropriate feedback mechanisms with the other teams -
Policy and Programme Departments in particular.

S/he will be responsible for representing M&E, Knowledge Management and
Technical Support Hub activities at the regional and international level.

S/he will act as a member of the India HIV/AIDS Alliance Senior Management Team
and contribute to the strategic management and overall development of the India
HIV/AIDS Alliance and strengthen external relationships with key stakeholders of
the Alliance.

Qualifications

Masters’ degree in social sciences, health or development field
Atleast 12-15 years of experience, with a strong background/experience in the
domain of knowledge management and/or M&E preferably in the public health space.

Ability to develop & implement strategic policies/procedures for the smooth
functioning of knowledge management operations.

Understanding of Public Health issues, preferably HIV/AIDS.

Demonstrated leadership & team management experience.

Strong communication & relationship management skills.

Preferable
Experience of managing consultancy contracts
