Overview:

CHAI India's office was established in 2004 and over the years has had a focus on pediatric with responsibility for the entire supply chain for pediatric anti-retroviral (ARVs) commodities from product introduction and procurement through to distribution at the site level. This is a unique role at CHAI, as India is the only country where both the supply and demand activities are managed as the supply base for many of these drugs are located in India and deliver the drugs directly to the sites as instructed by CHAI through an allocation process. CHAI also monitors the usage of such drugs at the sites and as needed will reallocate stock to avoid stock-outs and expires.

In 2010, CHAI will be transitioning these activities to National AIDS Control Organisation [NACO] where a key responsibility will be working with NACO to build capacity and develop processes to support national forecasting for these commodities. Additional the processes and methodologies for the allocation and relocation of commodities will also be transitioned.

As in many other countries CHAI's India plays a key role in supporting the national government to drive access to newer and better drug formulations for the treatment of HIV and malaria, supporting the country to modify national treatment guidelines and introduce new formulations into the guidelines. As CHAI expands programs to new disease areas in India, such as Malaria, relationships will need to be developed and agreements signed with various national programs.

Responsibilities:
The Drug Access/Supply Chain Manager will represent CHAI in-country. S/he will be responsible to provide strategic direction and technical assistance for all drug access/supply chain related activities across the HIV/AIDS and Malaria programs, which may include but not limited to; drug access scale up, new program design support [ie: Nutrition programs], resource management and identification of unmet needs/obstacles but most often expert assistance to address those needs/constraints.

This person will be responsible for developing and maintaining the strategic relationship with NACO on drug access/supply chain activities and will provide various types of technical assistance as required to support the success of these programs.

Strategic /Project Management
Overall management of all drug access and supply chain activities associated with HIV/AIDS and malaria related commodities to ensure India has access to high-quality, low cost ARV, ACTs and laboratory products negotiated by CHAI with suppliers. These activities include but are not limited to the following:

• Develop and implement a strategy plan to provide strategic directions for the various programs.
• Develop and implement operational plans and policies and procedures as appropriate
• Determine appropriate performance indicators to be measured and set baselines
• Review and analyze monthly data and indicators to inform decision-making [ie: project performance, impact of CHAI agreements locally and prioritize work efforts accordingly
• Interface with drug access and supply chain global teams, to understand new CHAI global services/products and provide input in terms of NACO and Ministry of Health requirements
• Interface with NACO and Ministry of Heath to advise of new offerings and provide assistance in implementing them as necessary
• Management of team involved in drug access and supply chain management activities including development, training and performance management

Communications/Relationships
• Maintain and build strong ongoing relationships between CHAI and NACO, the Ministry of Health and major potential partners (other Foundations, UN system, etc) for drug access and supply chain related activities
• Foster relationships and communication between relevant governmental stakeholders as well as external technical partners and CHAI regional suppliers
• Collaborate with stakeholders throughout the supply chain to gain an understanding of the key challenges at the various levels and, where appropriate, develop and implement policy and procedure changes to address those challenges

Technical Assistance
• Provide ongoing technical support as needed across the supply chain e.g.: product introductions, forecasting, procurement, inventory management, storage, distribution and disposal.
• Identify suitable tools for data collection and analysis, performance management and training of staff who conduct these activities.
• Lead the implementation and operation of an inventory management information system, in collaboration with software and hardware implementing partners
• Provide consulting assistance to strengthen forecasting and supply chain management of in-country practices for medicines and lab supplies by leveraging CHAI's central tools and expertise and customizing/adapting these tools for India. Participate in other tasks as required associated with improving the quality of health care and treatment delivered in India

Qualifications:
• Minimum 7 years of experience in supply chain management, preferably in new product introduction, forecasting, procurement, inventory management, storage and distribution and best practices,
• Strong problem solving skills and analytical capabilities
• Relevant experience in the health care and pharmaceutical industries and familiarity with pharmaceutical supply chain management and/or pharmacy operations preferred
• Experience in designing and executing supply chain systems in resource-limited settings, and a proven track record of impact/success
• Experience managing team members with diverse backgrounds and skills to achieve a goal
• Ability to work in a public sector environment to accomplish goals and favorably influence decision-making processes in a diplomatic and collaborative manner
• Ability to communicate effectively in English and Hindi
• Ability to travel within India
• High level of proficiency with Microsoft Office software, particularly Word, Excel, and PowerPoint
