PSI seeks entrepreneurial, dynamic candidates with an interest in private sector approaches to development for Mali. The Country Representative (CR) will oversee PSI’s social marketing and new business development activities in Mali. PSI/Mali is a rewarding program which offers opportunities for career growth. The CR will be based in Bamako and will report to the Regional Director for West and Central Africa/Haiti in Washington, D.C.
RESPONSIBILITIES: The Country Representative will be responsible for the overall development, management (financial, administrative, and programmatic), and representation of PSI’s activities in Mali. Principle activities include:
• Managing existing programs in Malaria, Child Survival, HIV and Reproductive Health while adding new programs as appropriate;
• Leading strategic planning as well as overall institutional development and systems strengthening;
• Ensuring in-country personnel recruitment, training, and supervision of staff with a strong emphasis on staff mentoring/coaching;
• Building the platform staff capacity based on an annual training plan and merit based objectives;
• Overseeing the development and implementation of evidenced based marketing and communication campaigns and other social marketing activities including stronger emphasis on data to decision making;
• Ensuring the creation and monitoring of marketing, research and other relevant annual work plans;
• Driving the development of technical strategies and management practices which lead to the achievement of measurable health impact;
• Overall program planning and budget oversight;
• Financial and other reporting as required by donors and PSI/Washington;
• Management of external relations with current donors (e.g. USAID, KfW, Global Fund, and Dutch and Canadian governments), as well as potential new donors, governments, international and local NGOs, and commercial entities;
• Leadership in fundraising activities, working successfully with existing and new sources of funds;
• Overseeing a growing portfolio of sub-grantees (with an estimated growth from 1 current sub-grantee to 10), potentially including the creation of sub-grantee procedures and organizational capacity building tools;
QUALIFICATIONS:
• Significant fundraising, personnel, operational and financial management experience;
• At least five years work experience in a developing country;
• Relevant post-graduate degree (MBA, MIA, MPH, etc.) or equivalent experience;
• Proven ability to mentor staff as well as to transfer coaching skills to supervisors;
• Knowledge of international development and health issues;
• Familiarity with USAID, KfW and Global Fund as well as the international donor community;
• Fluency in French and English.
