PSI seeks entrepreneurial, dynamic candidates, with an interest in private sector approaches to development, for the position of Country Representative (CR), Togo. The CR will oversee PSI’s social marketing and new business development activities in Togo. PSI/Togo is a challenging program which offers opportunities for career growth and platform scale up particularly in the area of Reproductive Health. PSI/Togo is a complex and energetic organization implementing social marketing and behavior change communications programs in HIV/AIDS prevention and non medical care, family planning, maternal and child health and malaria prevention. The annual platform budget of $7 million includes support from donors such as: Global Fund (Round 4 and Round 8), US Government/DOD and UNICEF, The PSI/Togo Country Representative will also be responsible for transitioning PSI/International’s role from direct implementation to the provision of technical assistance to the national social marketing organization Association Togolaise de Marketing Social (ATMS) and Togolese Partner Organizations. S/he will oversee social marketing and new business development activities while building the capacity of senior Togolese staff to assume direct management responsibility for the institutional strategy, budget management and fundraising for the national social marketing organization.

The CR will be based in Lome and will report to the Deputy Regional Director for West and Central Africa/Haiti in Washington, D.C.

RESPONSIBILITIES: The Country Representative will be responsible for the overall development, management (financial, administrative, and programmatic), and representation of PSI’s activities in Togo. This includes, but is not limited to:
• Strategic plan implementation;
• Overall institutional development, including the re-vitalization of the national social marketing organization ATMS
• Overseeing the development and implementation of evidenced based marketing and communication campaigns and other social marketing activities including strong emphasis on data to decision making;
• Ensuring the creation and monitoring of marketing, research and other relevant annual work plans;
• Capacity building/coaching of the national staff
• Fundraising for existing and new activities;
• Building/maintaining/strengthening external relations with donor, government, sub-award partners, civil society, and commercial entities;
• In-country personnel recruitment, training, and supervision of 50+ local staff;
• Supervising the tracking and maintenance of distribution systems, sales figures, and institutional M&E data;
• Maintaining institutional registration requirements;
• Supervision of research activities;
• Provide overall financial management responsibility
• Reporting, both financial, programmatic and technical, as required by the local government, donors and PSI/Washington;
• Development and enforcement of field office operational policies and procedures.

QUALIFICATIONS:
• Minimum of 5 years of general management experience
• Relevant post-graduate degree (MBA, MIA, MPH, etc.) or equivalent experience
• Technical background/experience in marketing, advertising, or communications, preferred
• Four years of management experience in a developing country preferred;
• Proven ability to mentor staff as well as to transfer coaching skills to supervisors;
• Knowledge of international development and health issues;
• Familiarity with the international donor community, including experience working with the Global Fund, Country Coordinating Mechanisms, Local Fund Agents, and government institutions
• Proven public relations ability
• Fluency in French and English

The successful candidate will be diplomatic with outstanding demonstrated public relations skills, and a natural tendency towards capacity building and facilitation. S/he will be a creative, innovative and strategic thinker, and will have: excellent communication, analytical, organizational, interpersonal and cross-cultural skills; a strong interest in private sector approaches to development; and proven ability to produce results. Preference will be given to candidates with demonstrated fund raising ability and experience in capacity building activities.
