Abt Associates seeks a Deputy Chief of Party (DCOP) IRS Operations and Communications of a USAID-funded Indoor Residual Spraying (IRS) project. Based in Lilongwe, Malawi, the DCOP for IRS Operations and Communications will provide leadership, management, and strategic direction to the Abt team implementing this project in close coordination with the Chief of Party.

Specific responsibilities include the following:

• Oversee implementation of IRS programmatic activities in close coordination with the COP and Senior IRS Advisor and Entomologist
• Manage planning and timely implementation of IRS programs in collaboration with key stakeholders including the MOH/NMCP (National Malaria Control Program), USAID and others.
• Work to ensure compliance with all USG and Malawi environmental safety procedures, rules and regulations.
• Work closely with M&E staff to monitor and evaluate the IRS program and build the capacity of the NMCP for future IRS work.
• Manage partner organization inputs

Skills/Knowledge Required:
• Masters degree (minimum), in public health, medical entomology, epidemiology, or other relevant or related discipline.
• Masters degree and 10 years of experience or Doctorate with 4-6 or more years of experience working in development assistance projects in malaria control programs, specifically in integrated vector control and IRS.
• Experience working in developing countries especially in Africa on IRS projects.
• Familiarity with USG environmental regulations and the use of restricted insecticides; entomoligical monitoring and BCC activities related to IRS.
• Additional training or experience in tropical medicine, malariology, or parasitology is a plus.
• Ability to provide strategic leadership and technical guidance to large, complex programs.
• Fluency in English, knowledge of Chichewa is a definite advantage.
