The International Training and Education Center for Health (I-TECH) is a federally-funded project which supports the development of HIV/AIDS care and treatment training initiatives serving healthcare providers in 25 developing countries acutely impacted by the global AIDS epidemic. I-TECH currently supports 10 international offices and approximately 600 international and domestic staff. I-TECH is an initiative of the University of Washington schools of Medicine and Public Health & Community Medicine and it partners with the University of California, San Francisco.

I-TECH Namibia has a multi-million dollar portfolio which supports the Ministry of Health and Social Services’ (MoHSS) response to HIV/AIDS. The primary role of the Senior Evaluation Advisor is to provide in-country senior level management and oversight in the implementation of several multi-site evaluations, including: the impact of Patient Empowerment Training in Patient-Provider consultations; shifting tasks from doctors to nurses in the provision of HIV care and treatment; Integrated Management of Adult and Adolescent Illnesses (IMAI) evaluation; and impact evaluations of various capacity building interventions. All evaluations are conceptualized and implemented in collaboration with the Ministry of Health and Social Services (MoHSS), Directorate of Special Programs. The Senior Evaluation Advisor will be a University of Washington/I-TECH employee, but will be co-located within the MoHSS offices. I-TECH Namibia has been recognized by the MoHSS as the capacity building/training partner for MoHSS in the area of HIV/AIDS health workforce development. I-TECH is also involved in many of the ministry’s efforts to understand and provide strategic information for program planning. I TECH’s close collaboration with the MoHSS necessitates that a Senior Evaluation Advisor serves as the hands-on technical assistance and support for the design, implementation, data collection, and analysis of several evaluation projects.

Qualifications Required
• Minimum MA in public health or other social or behavioral sciences
• 7-10 years of experience in evaluation or other programmatic research
• Experience leading evaluation or research design, data collection and analysis
• Expertise in qualitative and quantitative research methodologies
• Experience working with HIV/AIDS programs in Africa
• Familiarity with one or more of the following fields is required: training/human resource development; HIV/AIDS care and support services; family planning/reproductive health service delivery, data management/quality assurance

Qualifications Desired
• Ph.D in public health or other social or behavioral sciences
• Proficiency in English

Conditions of Employment
• The Senior Evaluation Advisor is a one-year appointment which may be extended contingent upon continued funding.
• Primary location will be in Windhoek, Namibia
• Local travel will be required in order to provide oversight to the studies
