Position: Programme Manager
Job Location: New Delhi, India with travel to other parts of the country
Public Health Foundation of India and Swasti are jointly implementing a three year grant from the European Commission to improve the human resources for health (HRH) policy, strategies and practices in India. Though HRH issues are recognized as key to achieving universal access to health, civil society has played a little or limited role at a national level. Swasti and PHFI seek to engage with national and state governments as well as private and public actors to shape policy and practices in the public health care system in India. Towards this, research, documentation, capacity building and advocacy at the National level and piloting within two states will be taken up.
The Programme Manager will be the team leader of this project and report to the Unit Coordinator, Learning Systems Unit within Swasti. Implemented in partnership with the Public Health Foundation of India, the Project Manager will work with and manage a team of about 10 persons across both organizations.
Responsibilities
A. Partnerships
1. Ensure smooth working relationship with partners
2. Establish a joint delivery model reflecting the internalization and ownership of outcomes by the National and State Health department and sub departments, following the principles of partnership
3. Relationship building and maintenance with govt. officials, civil society organizations and private companies to facilitate research, documentation, capacity building, advocacy and learning and generate institutional buy-in for adoption of recommendations
4. Communicate and dialogue with the members of the Advisory Group and coordinate quarterly meetings
5. Participate and contribute in key decision making forums related to operations and strategic direction
B. Programme Management
1. Timely delivery of high quality deliverables as per the project log frame.
2. Development of and monitoring work plan and budgets for both partners
3. Conceptualize, design and support implementation of different components based on the needs of client and primary stakeholders
4. Synergize activities across the three components of knowledge building (operational research), skill building (capacity building) and advocacy and learning for policy shaping
5. Support National and State level government officials to understand the HR management issues in the health sector so as to diagnose the problem and determine the action to be taken
6. Provide input on developing frameworks and analysis for research, documentation and capacity building
7. Ensure resources (human, financial and material) are available in a timely manner for completion of different project components
8. Support the team members in development of tools, piloting, analysis, and workshops/trainings
9. Supervise the compilation and development of print materials to ensure quality
10. Translate documentation and research findings into meaningful content for capacity building
11. Identify opportunities for innovation, documentation & appropriate dissemination of best practices for sustainability and replication
12. Coordinate and ensure completion of project reports for partners and donor as per agreed templates and timelines
13. Coordinate with partners for planning and review meetings
C. Financial and contracting obligations
1. Financial and administrative oversight and compliance as per the contract
2. Implementation of prudent financial management practices ensuring fairness and transparency at all times
3. Ensuring financial reports are submitted on time
D. Human Resource Management
1. Ensure all positions are filled and necessary contacts are in place
2. Necessary consultants have been identified and contracted
3. Provide technical support, handholding, guidance, onsite & offsite support to project team
4. Conduct regular feedback sessions to ensure team is motivated and guided
5. Performance management of team including completion of appraisals.
Essential Qualification:
1. Post graduate degree in Public Health, Social Work or Management
2. Minimum of 15 years experience in the development sector, with significant portion of it being in public health and on human resource issues. Prior experience working within National and State governments is essential
Essential Soft Skills:
1. Excellent English verbal and written communication. Knowledge of at least one other language essential; Hindi and a South Indian languages is a definite advantage
2. Good analytical skills and a keen interest in development issues
3. Willingness to work in challenging situations
4. Familiarity with creative and participatory methods for CB
Essential Computer Skills:
1. Proficient in any Office suite (FOSS or Windows based)
2. Proficient in the use of word processing and web browsing software

MANAGER - Monitoring
Catalyst Management Services (CMS) is a development support organization working in the development area since 1994. CMS strives to improve the quality of life of disadvantaged groups through strengthening of development policies, processes and outcomes. We value
CMS is part of Catalyst Group, which houses Vrutti, a livelihoods resource centre and Swasti, a health resource centre. It works across India and in South Asia, South-East Asia and Africa and in the domains of Livelihoods, Health, Education, Governance and Disaster Risk Reduction and Response. Within India, CMS has regional offices in Delhi and at Bhopal, Bhubaneshwar, Hyderabad and Phnom Penh in Cambodia. CMS is inviting application for the position of Manager – Monitoring to be based in Delhi or in Bangalore.
1. Expectations:
The Manager Monitoring will have the overall responsibility of growth, management and operations of the unit. As the leader of the unit, she/ he will provide strategic direction to business development, assignment management and client relations. The incumbent is expected to do the following:
Strategic planning and business Development – Steer strategic planning and review for the unit; develop business for CMS Monitoring Unit – scan for opportunities, develop and submit concept note, expression of interest and proposal; develop and manage relations with current and perspective clients and be conversant with recent development in programmes, projects and trends in monitoring work.
Represent CMS – She/he will attend presentations, pre-proposal meetings, bid-opening meeting, etc; present the organization for technical and financial negotiation based on authorization of Directors. Represent CMS in various forums including workshop, seminars, and conferences and be present with partners and clients in important official events.
Plan, execute and manage assignments – Formation of assignment based teams, tools development, orientation of team, piloting of tools and pilot report preparation, main field implementation of assignments, data management and analysis, drafting and finalizing of reports, presentation to client, getting feed-back from client, managing the team; as Team Leader will also need to lead teams of internal and network consultants.
Develop and manage partnerships with NGOs, Research and Academic Institutions – Explore opportunity for collaborative working either on a long-term basis or case-to-case basis; maintain regular interaction with partners in terms of business activities and business execution;
Client relations – Develop and sustain relations with client on assignments, assignment delivery, communication, coordination, finance and operational issues.
Unit Management – Will be responsible for managing the unit, which will include business planning, unit projection, resource mobilization and planning, HR management, financial management and knowledge management.
Resource planning – Assessing and forecasting resource requirements, verifying load factors of colleagues in the unit and allocate responsibilities depending on committed and future businesses and internal managerial requirements of the unit;
HR management – Work closely with HR department in recruitment, induction, retention, exist, feedback, performance appraisal, capacity building, mentoring and addressing grievances;
Finance management – Work closely with the finance department; forecasting expenses for projects and units; monitor expenses and receivables; ensure timely dispatch of invoices and regular follow-up with client for payment;
Systems Compliances – Systems related to assignments, HR, finance and administration;
Knowledge management – Assignment and domain specific learning, experiences of the unit; collect/ collate, develop and disseminate reading material related to recent development in monitoring work (performance monitoring, outcome monitoring and results based management framework, logical framework and social framework).
Coordination and communication within the unit, with other organizational units and other group organizations; regular coordination and communication with the Directors; regular coordination and communication with the client;
Travel – The person is expected to travel extensively within India and outside India as and when necessary.
2. Attributes:
Technical – Knowledge and experience of results based management framework, logical framework, social framework, performance monitoring, process monitoring and outcome based monitoring; basic understanding of statistical principles, methods (qualitative and quantitative); ability to handle large data bases; data analysis and interpretation; report writing; domain understanding of livelihoods, health, education and governance, disaster risk reduction;
Managerial – Ability to work with multi-disciplinary team; provide leadership and exhibit leadership abilities in ambiguous situations; ability to work within tight schedules and competing deadlines;
Language and IT Skills – Excellent oral and written skills in English; conversant with Hindi/ South Indian languages; familiarity and experience of working with MS-Office environment; expertise of data analysis software will be a plus;
Qualification and Experiences – Diploma/ Masters in Development Management (Rural Management/ Rural Development/ Social Development/ Social Work) with at 12 – 15 years of experience in monitoring/ evaluation assignments; previous experience of managing development projects and working in consulting assignments will be advantageous;
3. Reporting:
The Manager will report to the Director. She/ He will be responsible for maintaining good working relations with all Unit Managers, Coordinators, Regional Managers and the Project Management Office;
4. Recruitment Process:
The recruitment process will be carried out in four phases. In the first phase, short-listing of the candidates will be done and short-listed candidates will need to appear for a personal interview. Following this, the candidate will be required to submit an original sample of her/his writing. In the third phase, the candidate will go through a series of psychometric tests. In the fourth phase, the candidate will appear for a personal interview with the Directors.
5. Probation
Initially the candidate will be given a contract for one year. On satisfactory performance, the contract will be extended further.
6. Compensation
Catalyst Group has a flexible working environment and a performance based incentive system, which is given annually. Salary will commensurate with experience and qualification.

TERMS OF REFERENCE
A consortium of organization led by Swasti, a Health Resource Centre in partnership with Vrutti is establishing a “Centre of Excellence” (CoE). The Centre of Excellence is first of its kind in India and is supported by Abt Associates and USAID. The CoE aims to institutionalise capacity and help ensure sustainability of ventures that are focussed on addressing social issues through innovative approaches (Market Based Health Programs) (MBPH). COE shall follow 5 I’s (Ideate, Innovate, Incubate, Implement, and Impact) support structure to the MBPHs.
The CoE works towards improving the effectiveness of the existing MBPH by providing key support in the area of Business planning, business development strategies, building long term strategic relationship and knowledge management. It also focuses identification of new market opportunities, products and services. The key focus for CoE is to make the MBPH financially sustainable and viable ventures. CoE works with developmental agencies and builds partnerships for market development and provision of services. It acts as a repository of information on various models of social ventures and disseminates learning to a wider audience. The services of COE will be delivered on a commercially viable basis.
The Centre of Excellence shall be lead and managed by the Director and will be supported by Portfolio Managers.
The consortium is seeking candidature from Public Health professionals to lead the CoE in the capacity of Director.
Role: To lead and establish the Centre of Excellence and help achieve sustainability of MBPH and CoE
Responsibilities Include:
1. Scoping Study: Undertake a scoping study of the existing MBPH in order to understand the concept, design and the operational model followed by the MBPH. The study should result in providing inputs on various models for MBPHs, emerging needs of MBPH, market needs and market absorption of the products, list of products and services that can potentially be offered by CoE to MBPH.
2. Strategise and plan for MBPH: The Director shall engage in and facilitate the existing social enterprises/MBPH in development of business and operational plans. These plans should focus on long term vision, scalability and keeping financial viability as the key factor.
3. Strategise and plan for CoE: Develop in consultation and participation of consortium partners and client, a robust and implementable Business and operation plan for CoE. The plan should be able to provide kinds of services and products that CoE can offer and the revenue model for each of such services and products.
4. Develop Products and Services: The Director should be able to develop products and services that shall help in expansion of market base of the MBPH. These products and services should be market tested before being launched. The Director should be able to bring out pioneering products in the field of social enterprises and should look at constantly upgrading the services based on the market demands.
5. Business development: The Director shall support the MBPH in proactively approaching various sectoral players, other MBPH and develop linkages with corporate and other agencies to augment business opportunities. The role also includes support in development of audio and video promotional materials and presentations.
6. Identify new markets and support new MBPHs: Undertake Research in order to explore new markets, demands and services, possibilities of setting up new MBPH and social enterprises.
7. Modelling of new programs: Provide a proof of concept for the new MBPH focussing on market led demands for products. Develop Business and operational plans for the new MBPH that shall also include marketing strategies
8. Monitoring and reporting: Design the monitoring system and framework for assessment of performance of MBPH. The monitoring system should be able to capture the progress; outputs achieved and look at the outcome parameters as desired in the Business plans. These reports shall be shared with the consortium partners and Abt Associates on a periodical basis.
9. Knowledge Management: Gather information on the various social ventures in India and abroad for dissemination to all concerned agencies and organizations. Distil learning from the functioning of social ventures, models of operations, market strategies adopted. These learning shall be packaged in the form of tool kits, products, case studies and best practices.
10. Client and stakeholder management: Foster good working relationship with partners and associates. Build strategic partnerships with clients, agencies, other MBPH, corporate agencies involved in social enterprises and other stakeholders
11. Financial Management: The Director will be responsible for management of financial integrity and fairness in all financial dealings and transactions. The overall responsibility of the financial management, control systems, financial reporting and contractual obligation shall be of the Director.
12. Build and manage a capacitated team: Build and manage a small by high powered and capacitated team that is aligned to the vision of CoE and committed to provision of high quality services to MBPH and social enterprises.
Profile:
We are looking for a Public health professional (PG) with 10+ years of experience in managing/running a social enterprise. The person should have a penchant for development and marketing of social products. A good understanding of communication techniques and experience in project management, consulting and researches will be an added advantage. The person should have demonstrated abilities on business planning and understanding of finances and financial ratios. The person should have prior working experience with USAID or USAID funded projects. The person should be fluent in Hindi and English (Read, Write and Speak).
The skills desired are team management, good verbal and written communication, capacity building and facilitation and computer skills.
